HSS is a general-purpose choice for many steels, cobalt offers improved heat resistance for harder materials, and carbide-tipped cutters are often selected for abrasive, hard, or difficult materials. Tool speed, lubrication, and manufacturer recommendations remain important.
The cutter must have enough usable depth to pass through the material without bottoming out. Also verify the pilot pin and arbor are correct for the selected depth and cutter series.
